The founders......influenced by the early Roman Republic also assumed that their relatively homogenous countrymen (at least those who had the franchise) would sacrifice a few years to serve the Republic and then gladly return to their homes and businesses. They never envisioned someone making a career as a "public servant" much less spending half a century in the US Senate.
They also did not have a post-Revoluntary navy nor a large standing army. George Washington's advice "avoid foreign entanglements".
