Being the skeptic I am I would say that's something being towed by a helicopter.
You just wont see the wires being through night voision, and thermals wouldn't get a heat signature if not putting any off like the rest of the surroundings.
Something has to be hot to show on those, they show white if hot, dark if cold.
Without a good image, or perspective I don't have a clue what it is. might be a water pump for all I know.
