... in North America. While it is very congested. especially if you commute to downtown from the suburbs, it does not even come close to Miami, Los Angeles, San Francisco, Mexico City or New York. What ever method they used to come to this conclusion is flawed. The papers should be embarrassed running such a lie.

I would think New York, or Boston would be higher.
