He didn’t care about the rightful owner of that package so the owner got to not care about him in style. Taking his clothes off and leaving him in the street though would be appropriate as long as he hid those clothes.

I believe that this guy must have had run ins previously that made him a bit more hostile than otherwise. He certainly made sure that this criminal mastermind didn’t get back up and do any gunplay.
