Addicts will be given access to free heroin up to three times a day under a new scheme to licence the UK’s first “shooting galleries” where users can safely inject the drug.

It can if you owe the wrong people money. And perhaps the best solution to the problems Heroin addiction brings, is for one to simply get their asses clean. No other solution works long term. And besides, you can't tell me that junkies still won't shoot up with street Heroin in between their 'free' doses. Of course they will.

Ideally they should be forced into detox, whether they like it or not. And not 'Methadone Treatment' or whatever other BS they offer but doesn't work, but full on forced detox in a secure facility.

While not a guaranteed fix, it's a good start.
